Das Smartphone Nokia 3.1 Plus besitzt ein Aluminiumgehäuse und ein 6-inch HD+ Display mit 18:9 Auflösung sowie eine Dual-Kamera mit 13MP Haupt- und 8MP-Frontkamera.
Die 3.500mAh Batterie soll zwei Tage lang halten. Das Smartphone nutzt das neue Google-Betriebssystem Android One (Android Oreo). Sicherheits-Patches gibt es monatlich für drei Jahre, das OS wird mit dem Android One Programm zwei Jahre upgedatet.
Verbaut ist zudem ein Helio P22 Octa-Core Prozessor von MediaTek. Mit an Bord sind Google Assistant und Google Photos mit einem kostenlosen unlimitierten Speicherplatz sowie Google Lens und Google Play.
